Animals invasive in their own right (e.g. termites, poisonous spiders ‘hitchhiking’ in table grapes) fall outside international framework

IPPC revised system and new standards aligned with many aspects of CBD Guiding Principles but national implementation may have mainly agricultural focus (capacity constraints) 

A few countries (e.g. New Zealand Import Health Standards) extend “pest” definition to include all those new organisms that may affect the economy, human health or the environment
