Glossary of Phytosanitary Terms
The Glossary of Phytosanitary Terms is ISPM no. 5, i.e. the fifth of the International Standards for Phytosanitary Measures produced by the IPPC Secretariat of FAO. The Glossary, which originated many years ago from an EPPO/NAPPO initiative, was first published in FAO Plant Protection Bulletin. It provides agreed terms and definitions for specialized use in the field of plant quarantine. Having been twice revised since the original version, the glossary is now under further revision for approval by the Interim Commission on Phytosanitary Measures.
Use of the Glossary
Glossary terminology is used in all the ISPMs. It is also in regular use in the regional standards and other documents of EPPO, NAPPO and other RPPOs. It has played a very important role in the approach to global harmonization in plant quarantine.
Languages
Primarily conceived in English, the Glossary has been further developed in French and Spanish, and now exists in all the FAO languages (i.e. Arabic and Chinese as well). Informal versions exist in other languages (for example, Russian).
Purpose of the meeting
The meeting consolidated the existing text of the Glossary, taking account of the new terms in the International Plant Protection Convention, and also terms appearing in new ISPMs. It prepared proposals for some completely new terms, to be submitted to the Interim Commission ('official control', 'not widely distributed'). The working group recognized that the Glossary, as an ISPM, is subject to review by the ICPM. It proposed, however that most of the terms should now be accepted as the established core of the Glossary. Any member of the ICPM could then make individual proposals for new or revised terms, and the updating process should continue year by year.
