Notification
Contracting parties to the IPPC have an obligation under its Article VII.2f to notify exportingcountries of "significant instances of non-compliance".
This means in practice that when the inspectors of the NPPO examine imported consignments and their accompanying documentation, they check whether they comply with their national phytosanitary requirements. The commonest types of non-compliance are: presence of regulated pests, or of other pests which may be a potential threat; serious deficiencies in the phytosanitary certificate, including in particular uncertified alterations or erasures; presence of prohibited commodities in the consignment; evidence that prescribed treatments have been ineffective.
The aim of the IPPC Working Group was to produce a draft ISPM ensuring that such cases are notified to the exporting country in a timely, informative and convenient manner. Systems of this kind are already in place in various parts of the world (EPPO region, South America, New Zealand….). EPPO recommends a special form for notification of interceptions, and the EU operates a system for notifying not only the exporting country but also the other EU member states. The experts attending the meeting drafted a standard which will now go forward to the Interim Standards Committee of the ICPM.
The Working Group meeting was organized by EPPO, with Mr R. Lopian (FI) acting as local organizer. In this respect, Mr Lopian (E-mail: ralf.lopian@mmm.fi) also represented the Finnish Presidency of the EU.
