IPPC Meeting on PRA for Quarantine Pests

ISPM no. 2 on 'Guidelines for Pest Risk Analysis' was one of the first standards to be approved by FAO Conference (in 1995). Several IPPC working groups have since worked on the development of more detailed PRA standards. An open-ended working group was convened in May 1999 in Bangkok (Thailand) to consider the direction now to be taken (see report). The 6th meeting of the CEPM in May 1999 agreed that a general concept standard on PRA was needed, and also a new standard on PRA for regulated non-quarantine pests. These would be developed in due course, but draft material was immediately available to produce a new standard on PRA for quarantine pests (replacing ISPM no. 2).

The CEPM agreed that certain of its members should meet in Braunschweig (Germany) in September 1999 to prepare this draft standard to be circulated for consultation prior to the next meeting of the CEPM in May 2000 (according to existing procedures). After 3 days of hard discussion, a new, relatively simplified, draft text was agreed, which now has the possibility of becoming one of the main standards to be approved by the ICPM in 2000.

The meeting was held at the Biologische Bundesanstalt (BBA) in Braunschweig, with the kind support of Dr Jens-Georg Unger, head of the National and International Plant Health Department. Participants were able to enjoy a warm late-summer atmosphere among the woods and lakes which surround the BBA and visit the historic centre of Braunschweig and an old monastic church near the BBA.
