Open-ended Working Group on Pest Risk Analysis Standards

The aim of this open-ended Working Group was to advise the IPPC Secretariat and report to the CEPM (Committee of Experts on Phytosanitary Measures) on how to proceed with the preparation of International Standards on Phytosanitary Measures (ISPM) on Pest Risk Analysis (PRA).

It was recognized that the ISPM no. 2 'Guidelines for PRA' needed to be updated (revised or completely replaced), in particular to include new concepts such as regulated non quarantine pests (RNQPs).

The Working Group felt that a concept standard on PRA should be drafted in order to explain the relationships between PRA, the IPPC and the SPS Agreement, to define the scope and the principles of PRA and give guidance on documentation and communication aspects. Subordinate to the concept standard on PRA would be operational standards on PRA for quarantine pests and PRA for RNQPs, and also other standards, such as an explanatory standard on potential economic impact. The detailed contents of the draft PRA standard for quarantine pests was discussed and a number of recommendations for change were made. For the PRA standard on regulated non quarantine pests, although the concept itself of RNQP still need to be clarified, it was suggested that it should include the following subjects:

  • categorization
  • definitions
  • entry
  • establishment (still submitted to discussion)
  • actual impact, survival, spread, carry-over impact
  • technical justification for strength of measures
  • internal regulations
  • tolerance and use of zero-tolerance
  • risk management

The diagram below tries to summarize the general conclusions of the Working Group on how the work on PRA standards should be structured and how they should relate to the existing ISPM no. 2 on Guidelines on PRA, and to the draft ISPM and RNQPs.
