IPPC Working Group on official Control

BordeauxThis was an open-ended Working Group, attended by participants from several European countries, North America, Korea, Japan, New Zealand, Australia and Uruguay with support from USDA to enable participants from other African, South American and Pacific countries.

The basic issue was that the term 'official control' as used in the definitions of a quarantine pest and regulated non-quarantine pest is considered by most countries to have a much more precise meaning than that determined by the separate definition of 'official' and 'control'. In particular, it has to ensure non-discrimination and equivalence: a country in which a pest has a limited distribution may regulate it provided the measures at import are equivalent to those taken internally and there is not discrimination against imports. The Working Group worked out a detailed explanation of official control, to be attached to the Glossary (ISPM no. 5) as a supplement. Participants had the opportunity to visit the famous wine-making town of St Emilion, and to enjoy a dinner in a restaurant where a roaring fire restored them from the unfortunate effects of a hail storm and torrential rain. Even in France, the weather is not yet officially controlled.
