This was an open-ended Working Group chaired by Dr Roberts (Australia). It was attended by 55 participants from 40 countries, the Secretariat of the Convention on Biological Diversity and CABI. All continents were represented, by both plant protection and/or environmental experts/administrators. NPPOs of EPPO countries were represented by Mr Vermaerke (Belgium), Mr Letodé (France), Mr Faraglia (Italy), Mr Rahel (Morocco), Mrs Paulsen (Norway), Mrs Wright and Mr Boonham (UK).
At its third session, the ICPM had recognized that LMOs fell within the scope of the IPPC, and had decided that an open-ended working group should develop specifications for an ISPM on pest risk analysis for LMOs. The open-ended working group recognized the need for specific additional guidance relating to LMOs. It recommended that an expert working group should be convened to draft a standard giving detailed guidance on pest risk analysis for LMOs, as defined in the Cartagena Protocol to the Convention on Biological Diversity. The group recommended that this activity should as far as possible be coordinated with the activities under the Cartagena Protocol, preferably with participation of representatives of the Cartagena Protocol. It should also consider developing further guidance, such as background documents, manuals
Experts should consider and use existing ISPMs (such as no. 2, 3 and 11) and other documents relevant to the development of the standard.
The meeting of this expert working group is planned in September 2002.
