IPPC Working Group on the Glossary of Phytosanitary Terms

This was the sixth meeting of the Glossary group. Relatively few points arose concerning the current terms and definitions in the Glossary. Discussion mainly concerned:

  • use of the terms ‘growing season’ and ‘growing period’ in temperate or tropical areas, where the annual cycle is more or less relevant.
  • good understanding of the term ‘outbreak’ as used in the IPPC.

The major issue for the Glossary group was to draft a special supplement on the use of the word ‘economic’, in the ‘quarantine pest’ definition and in ICPM language generally. Several experts joined the regular group for this discussion (C. Klosek, USDA; A. MacLeod, CSL, UK). The main aim was to make it clear that economic effects can be expressed in non-market, or qualitative terms, and that effects on the environment can in this way be included in economic analysis.
