IPPC Working Group on 'Import regulatory systems'

A draft ISPM on ‘import regulatory systems’ has been under consideration by the CEPM and Interim Standards Committee for several years, without agreement on a version to be sent out for consultation. EPPO acted as the local organizer for a working group to examine alternative versions which had been proposed to the ISC, at its request, in particular a revision of the original version prepared by Dr L. Small (BB) and a redraft earlier prepared by Mr A. Pemberton (GB).
The main difference in approach in these versions lay in the choice between a presentation of the international and other obligations to be taken into account in designing an import regulatory system, or else a recommendation for the operational establishment of such a system. A new draft was proposed, based essentially on the second approach and covering the obligations in an Annex.
